The system of the Russian cinema promotion abroad will be changed
In particular, the competitive selection system of the operator company
The Ministry of Culture intends to develop a new mechanism for the Russian cinema promotion system’s operation outside the country. First of all, the changes will affect the Roskino, which has been the constant operator of the existing system for many years. In particular, at all significant international film markets, the company organizes a stand that brings together the majority of domestic cinema vendors with their projects, and also holds a number of events there to draw attention to the Russian film product.
Some producers are dissatisfied with the Roskino activities. A year ago, Fyodor Bondarchuk and Yuliana Slashcheva, a head of Soyuzmultfilm, complained to Minister Medinsky that the company forces them to pay for their participation in the joint stand, although the government allocates money for the international activities of the organization. Then, the Minister acknowledged the need to evaluate the Roskino’s operational efficiency and, in the event of unsatisfactory results, offered to return the authority to promote the domestic film product to the Cinema Foundation.
The idea to attract the Cinema Foundation to this issue has also emerged now. On Tuesday, February 19, a meeting was held in the Ministry of Culture, where leading domestic film producers took part, representing leading film production companies, who proposed the idea of competition for choosing the recipient organization of state subsidies to promote Russian cinema abroad with the participation of the Cinema Foundation. The producers offered themselves to be the experts of the competitive selection committee. Vladimir Medinsky charged the Ministry officials to work out such an option.
At the same time, according to Ekaterina Mtsituridze, a head of Roskino, the competitive selection of organizations is still taking place. However, as noted by RBK channel, in three out of five positions the winner was determined without any choice in 2018, since only one application was submitted for a grant-in-aid. A new competition is planned to be held this year. As one of the candidates for operators to promote Russian cinema abroad, it was proposed to consider the Russian Export Center (REC). Roskino also intends to participate in this competitive selection.
