St. Petersburg International Economic Forum Will Discuss Russian Film Industry
The St. Petersburg International Economic Forum (SPIEF) will be held from 6 to 8 June in the Northern capital, the events of which this year are united by the slogan “Forming the sustainable development agenda”. The Forum will hold session titled “The Main Roles of Film Industry in Russia” which will raise the issues of film development as a profitable investment in Russian regions, and present selling procedure of video content, including the appearance of new, innovative solutions for monetization of films.
One of the issues to be discussed at the Forum will be a rebate program (tax rebates) from film industry, initiated in 2007 by the Agency for Strategic Initiatives (ASI) and the Association of Film and Television Producers (AFTP). Preferable terms, including rebates, for film and TV production should be created in 10 regions (Kaliningrad, Ulyanovsk, Samara, Novgorod, Irkutsk, Moscow, Rostov regions, Karelia, Krasnodar Krai and St. Petersburg). The rate of interest and the total amount under refunds was set by the Government of each territorial subject independently.
The program did not work everywhere. Karelia, according to Mr. Aleksey Babenko, the Chairman of the regional Union of Cinematographers and the Chairman of the Union of Cinematographers of Russia in the Republic, faced the budget deficit, and, therefore, amendment to the regional law ‘On Culture” was not adopted. Only the joint project KA3008 LOKKI with Finland is being carried out in the Region. Whereas the Kaliningrad region, which has become one of the pioneer in the regional rebate system, is extremely pleased at the results which the program gave. The system not only drew attention from the film producers to the Region but also stimulated the growth of the tourist flow.
“Due to rebate we will compensate 20% of the costs. That means, if we had paid 30 million rubles last year, for example, then consequently, companies would have spent 150 million rubles on the territory of the Kaliningrad region which is very good for the regional economy”, − TASS quotes Mr. Andrey Ermak, the Minister of Culture and Tourism of the Region.
A similar effect is observed in the Novgorod region, where the rebate program has also begun to work at full strength.
